Citizenship is gaining more and more value in the rapidly changing modern world. Despite existing programs and annual funding, citizenship education in Lithuania does not deliver – low level of civic activity and decades of essentially unchanged results (based on the Civic Power Index) cast doubt on the effectiveness of citizenship education at school. Often, pupils asked about what kind of civic activities they know, are unable to find the exact words or associate civic activities with political participation. Teachers lack knowledge, skills and methodological guidelines for quality, interesting and motivating teaching on specific topics and pupil assessment, as well as well-developed and consistent teacher training and qualification development systems.
